West Bay County Digester Improvements
Project Overview
Bay County Department of Water and Sewer retained F&V and FVC to develop implement a cost-effective method to upgrade the Wastewater Treatment Facility (WWTF) from 10 to 18 million gallons per day (MGD).
The project included a 53 M gallon Green Stormwater Management basin, expanded secondary clarifier clover leaf capacity, a doubling of the chlorine contact tank capacity, and replacement and modernization of supervisory control and data acquisition systems.
The use of open-book, designer-led construction allowed the owner significant additional control over cost, schedule and quality, customizing the project delivery details as needed for each project element. The construction schedule incorporated several WWTP operational sequence constraints required to maintain reliable, safe, and efficient treatment. Using this delivery method, the project was completed $800,000 under budget, which allowed the Department to implement additional upgrades and improvements. In addition, by using this delivery method, the project was designed on a fast-track schedule by bidding work elements immediately as the design was completed, saving 6 to 9 months of time compared to the conventional design bid construction delivery method.
